Sometimes as a ward council member I feel out of the loop because ward council-like items were discussed during PEC as if it were a ward council meeting, but without half of the ward council.

I don't think we've stopped to think about the difference and purpose of each, but it would be helpful. What this exchange and banter has shown is that there is a lot of interest in the community over this issue of council size. I for one believe that our Council no longer has any credibility left — not even most of the newly elected. Bill Roberts is the exception and deserves our support. So explain to us all again, why a petition to seek cost from taxpayers challenging a foolish council decision is justified and why not demand payment from a council that has wasted so much time and money on protecting their own jobs.

Dennis Fox: Anyone can sit in the pew at Shire Hall and watch petitions be entered. I was there that night. I listened. I heard that people from all over the county signed. You seem to find someone to blame. Do you not feel tricked? Fear is a political tactic. You either succumb to it or face it, go forward and find out the truth. There is always a first time. I dare surmise to set a precedent. Put it in the council record to move it forward for next time.

What is the history of a ruling like that? The Mayor is in a tough spot on this one. After his vivid comments following the vote for the 9 Ward Plan he would surely be called as a witness for the appellant. I suspect Councilor Roberts would be called as well. The Mayor was initially furious with this decision and the process manipulation used to get there.

As Emily stated he has since softened or avoided the discussion knowing full well that the County is on a slippery slope. He fears for good reason that the OMB will implement a ward system that while fair to all, it is not County chosen.

He was angry. There was nothing relevant to discuss. I remember other quarters were we met several times to solve and resolve issues.

They were effective because we had something that needed done and accountability. Sometimes meetings can feel like we are killing time because we are supposed to. Not recommending that this is the solution for all or even any wards, but I will say it made a big difference in what we actually got done in that ward for the positive. My ward has the same problem. PEC is a repeat of Ward Council. It's a complete waste of time. My interpretation is what the handbook outlines as you have posted. Ultimately you are stuck with what the Bishop decides to do.

If I were you I would point out the distinctions to the Bishop on a regular basis, and lobby for a change. I've been in and out of the ward council and PEC for years now -- currently out. My ward has either a ward council or a PEC almost every week, and it goes a full hour and sometimes 90 minutes. It's not wasted time, either; the leaders need every minute to cover the issues and coordinate the actions that are needed to help people out. Every ward is different, of course. But I can't imagine how a ward can be run well with the ward council meeting only once a month.

Even if everyone in the ward is filthy rich, people have problems. Maybe the fact that we have and effectively use those meetings is one reason why our ward is so outstanding My experience is that both kinds of meetings are useful, and more so when held regularly, and in a planned and structured manner.

However, its also my experience that both meetings could nearly always be shorter and better managed than they usually end up being, with no loss of quality.
